I'd like to also suggest a Guiding Principle to complement "What is TAMS? 5."
Where the TSC observes the creation of or concensus in desire for common functionality, they shall seek to standardise an approach in the API Specification or an Application Note in furtherment of
What is TAMS? 1.
I also wonder if What is TAMS? 1. is actually a Guiding Principle?

Details
Adds a document sketching out some principles that define what TAMS is, and how we make technical decisions. I see this as the document we refer to when we're trying to decide how something should work, or how to make a tricky decision.
This is a fairly early draft based on a discussion back in November in the early days of sketching out what governance would look like. I've tried to integrate the comments from that discussion, but right now it's very much my view. I'd definitely appreciate thoughts and comments on this, both from the TSC as it stands, and the community as a whole.
